I'm feeling a little lazy today and am going to quote a site liberally about this photo of what is ironically the most striking structure in Hsinchu (I think this says something).
"Featuring green glass curtain walls the giant building near Nan-Liao harbor in Hsinchu is constructed for waste disposal, not as a piece of modern architecture or commercial complex. Its spectacular appearance designed by world-noted architect, I. M. Pei creates the wrong impression- it's an incinerator. Compared with an old traditional chimney, an incinerator is like a modern chimney burning a great deal of "garbage" to generate power for daily use. In Hsinchu, it can generate about 500,000 kwh of power, earning nearly three hundred million dollars for the local government every year."
Building incinerators in Hsinchu is quite controversial. As each incinerator lines the pockets of key officials most of the concerns and fears of ordinary citizens go unheard. The nature of the dioxins released means that the effects of the policy won't be felt until long after those who built them are gone.
Slightly longer article: Nightmare Neighbor "Incinerator". A Google search will bring up many more.
