I think that guy on the right may have given me a ticket at one time. These gentlemen are proud members of the Hsinchu police department (I think) at the very beginning of their short march for Hsinchu's Double Ten's day parade.
Parade's here may be a bit different to what you are accustomed to. First, the parade by and large seems to be for the mayor only. The only time the performers, performed, was directly in front of him. There were few people out watching otherwise. It was early in the morning and perhaps people were still nursing hangovers from playing mahjong and drinking whiskey all night.
Secondly, they seem to dispense with that precautionary move of stopping traffic on the parade route so that no one gets hit by a speeding bus. The Taiwanese must love to live dangerously; I winced repeatedly as I watched scooters and buses weave their way at full speed through the marching "paraders". Nothing stops someone from reaching their destination here.
My short walk through the parade route was a nice one; lots of Taiwan flag waving and smiles.
